Each of these learners receives an average of Ksh. 140,000 every academic year for tuition fees. Besides, the Higher Education Loans Board CEO Charles Ringera says HELB is battling a funding deficit of Ksh. 5.7 billion likely to affect at least 140,000 beneficiaries.
